EDIT: Ok lets make this clear, they need utility OUTSIDE OF FREAKING M+, they have little to no utility in Raids, seriously, stop with the “but they have multiple stuns and Shroud”, those arent even close to being good in a Raid, let alone being taken over the other alternatives.
Why? when you think about, they dont really bring anything outside of Shroud, and even that isnt always useful, specially on raids where its pretty much useless.
Lets look at other Melee classes
Paladin: Auras, Bubbles, etc
Warrior: Raid buff and Raid CD for HP increase
DH: Debuff for increased dmg
Monk: Same has DH
DK: A pull, and Magic AOE defense, battle ress.
Shaman: Hero, a Raid buff for Melee with Windfury totem.
Druid: A raid speed buff, Battle ress.
And this is likely missing some and without counting dispels which Rogue has none.
It just seems that Rogue cant do nothing for the team besides dmg or the occasional rage dispel which others classes also have on top of other stuff.
A good option is making Smoke Bomb baseline again, even if it means losing Shroud which is only really used in M+
