Even adding in Devastator exactly as it was in Legion, in place of a talent that doesn't affect rage generation (pick one. Bolster, or Bounding stride) purely for the sake of comparison favoring your "idea" Prot would still generate a fraction of the rage it did in Legion. Skyhold actually ran the math, comparing it to Antorus, and I used the same process to compare it to Emerald Nightmare.
Even using Emerald Nightmare as the comparison, we generate slightly less than half the rage we did in EN. The Bracers would make, essentially, no difference. The healing wouldn't be noticeable.

Fun is subjective. Power is not. It's not the worst, stop combining the two into the same category as if they are related.
Play a guardian druid. Try and prog, at appropriate ilvl, a bear or a DH through mythic. Or run a BrM or a bear in a key higher than a +10.
Then get back to me on how awful prot is. It's not the strongest tank, but to say it's the worst is silly.
