On the quest Home Is Where the Candle Is, Dornogal is entirely empty of NPCs. If you fly down the coreway, instead of exiting into the Ringing Deeps, you fly off into a white void and are constantly disconnected.
I tried waiting, and I tried logging in another character, but nope.
