You have to learn how to use it correctly.
It has a casting time, 2 seconds or something. And while the image on the ground appears immediately, unless you wait for that caste time to finish it won’t actually be active. If you move or do anything or get kicked while casting, it interrupts the cast and the ring fades into uselessness.
When you cast it, watch your cast bar and not the big white Frost circle to know when it’s “active” because it’s not active until you have finished the cast.
Anything standing in the middle of the ring is unaffected. And as long as they don’t touch the outer ring, they are ok. They can blink, leap, shadow step out, but if they walk/run out they are frozen solid. Unlike Frost Nova, it will freeze more powerful enemies and prevent them from attacking. Frost nova sometimes allows some enemies to keep attacking even though they can’t move.
It’s great in pvp because it can reach around a pillar or block access to area or force your opponent to use their trinket ability or a move ability which are extremely valuable.
In pve it’s more niche. Solo questing: drop the ring in front of a mob at long range, and burst one, the whole mob charges, gets stuck, you pick off a couple more and you still have blink and Frost Nova.
Absolutely necessary talent for the Opulence fight. But otherwise you’ll rarely need it in most dungeons but you shouldn’t need a a second charge of Frost Nova either. At least Ring of Frost gives you an additional option.
It’s definitely an ability to want to practice using. Turn it on for solo questing, go out and use it while killing baddies and eventually you’ll figure out all it’s quirks.

Quality of life upgrade: use the macro that takes away the guiding circle for casting it and it casts way faster and instant.

Hold down a modifier key, ctrl, alt, or shift – assuming they aren’t keybind to something (keybindings take precedence) and it casts the Ring centered on you. Otherwise it casts the Ring centered on the ground your mouse cursor is touching (aim at baddies feet or it lands behind them)
@player/@cursor works with all ground targeting spells (like Blizzard and Freeze).
There is no “on my target” option for those kind of spells, just cursor, player, or normal.
I saw the cutest thing a mage cast it during a boss fight in a normal legion dungeon lol did nothing but so cute🤣
it works great I just never use it, it is an area cc, that combined with frost nova. I don’t see how it could be a bad thing. If you figure out how to put it in your rotation, it could work.
nah its pretty good. if u land it ur literally guaranteed to at least land 1 gpie, which combined with the 2 fireblasts and insta pyro is 50% of some1s hp.

YEA! …… I believe I figured out that you need to imagine an extra global CD after the cast so that it actually solidifies on the floor… in other words if you wait an extra second after the cast goes off before you press anything, THEN it has successfully gone off.

I miss the days where it was instant cast but had a ~3 second activation time. It was fun to watch the runes spin around and lock.
Still a good spell, just not as fun as it used to me.
In mythic plus ring of frost works as a great second interrupt, it really helps consolidate reaping mobs into a tight aoe zone, and can be used to insane effect in a lot of higher mythic plus dungeons. The last fight in Temple you can use it to protect your healer from plague toads in tol’dagor it keeps the guards away from the cannons. The spell is really only limited by your imagination.
