Ring of Frost doesn't work

Everytime i try to use this thing in PvE or PvP everything just waltzes right through it like it’s not there.

I’ve tried using before they walk through it or placing it so that they’re already in the center and have to walk through it to get back out. It has NEVER done anything beyond instantly disappear when something touches it. What am i missing here?

8% of base mana 30 yd range

2 sec cast 45 sec cooldown

Requires Mage
Requires level 75

Summons a Ring of Frost for 10 sec at the target location. Enemies entering the ring are incapacitated for 10 sec. Limit 10 targets.

If you don’t finish the cast, the ground effect still lingers for a second but nothing is actually there. Maybe that’s what’s happening? When an enemy comes into contact with the finished one, it looks like a hunter trap when it incapacitates them.

Also in pve most bosses and lots of elite mobs are immune to cc.
