Since Rime Proc doesnt expend a rune and therefore doesnt add the 10 runic power it normally does, during breath of sindragosa is it fair to say that you do not use howling blast w/rime in favor of obliterate to keep the runic power going?
No. You would still utilize howling blast procs, particularly if casting obliterate would cap you on Runic power during BoS (rare), or if you have no runes during BoS.
And it actually used to give runic power, but not anymore which slows the spec down as well.
You stop using rime when dropping below 50 RP isch and you have the possibility of using a rune ability instead.
