gold sellers, spammers and trolls not having any consequences?

In Vanilla (before RCR) could gold-spammers:

A) be ignored in chat?

B) reported?

Where is the no consequences coming from?

A)They could be ignored, of course then they could still just keep spamming others.

B) Blizzard was so slow to act on reports it was a joke.

RCR fixed both those problems.
