Does anyone know if this mount is still attainable in BFA?

It should be. The only thing that got removed at the end of Legion was access to the Mage Tower.

I am looking at a screenshot of where the first page is supposed to be, and I am in that same spot in the game. However, the room has been altered slightly. There are different paintings and bookshelves.

Is there another Dalaran somewhere? I read something about a Broken Isles Dalaran.

Yes, there’s two versions. One on the Broken Isles and one in Northrend. Check Wowhead to see which one you need.

Also a returning player here but I’m having an issue where the page in Uldum doesn’t show up even though I’ve cleared Rag and clicked the Firelands page.
Same issue on my DH. Any ideas?

If you’re doing it on your 120 today, I suspect you need to speak to Zidormi in Ramkahen and ask her to see Uldum as it was around the time of the Cataclysm. With 8.3 we have an “updated” Uldum to host the new patch content.
