The revival cataylst doesn’t work to upgrade a 385 primal chest (vestment of raging tempests) to the tier Draconic Hierophant’s Vestment. I spent the 10 sigils on the primal, but it won’t let me upgrade to the tier chest. Is this a bug? This bluepost led me to believe it would work:
