Revert totem nerf

You let fire mages run around cata with 4.3 hilariously broken buffs and didn’t address it the entire expansion

Revert the 5.1 totem nerf, It’s hilarious how it easy it is to set up CC on a shaman because all you need to do is CS and 99% of our toolkit is unusable.

Wotlk and cata we can use totems while silenced, please keep it that way

Shaman were very dominant DPS and Healers at the end of MoP. No balance changes are really needed for shaman.
