Revendreth, Training our Forces, and the Lucy pet

I recently switch covenants from Ardenweald to Revendreth, and I’m trying to get the Lucy pet. The problem is that I never got it while I was in Ardenweald, but I figured, "Okay, I’ll just get it in Revendreth.

But getting this pet depends upon getting the quest Training Our Forces while in a covenant. I could get this quest in Ardenweald, but for whatever reason, no one’s offering the Training Our Forces in Revendreth.

What needs to happen before I’m offered the quest Training Our Forces in Revendreth?

I’m at Renown level 48 in Revendreth if that means anything. I went up pretty fast. Someone know how to get the quest Training our Forces in Revendreth?

AFAIK, RNG is the only thing that needs to happen to present that quest.

Thank you. It’s just so frustrating. I’ve seen that quest like once every two to three days, but I can’t seem to get it at Revendreth. I was thinking of dropping this covenant and going back to Ardenweald.
