Not the whole campaign, just keep doing the campaign chapters and you’ll eventually unlock

It should be the initial quests that send you through the four zones, you pretty much unlock it in the first Zone.
When it’s your first time going through Dragonflight you’ll need to do all four zones at this moment.
Compared to previous expansions DF has its levelling campaign baked into the completion of DF itself so you’ll get 4/9 completed when you finish.
You unlock Dragonflying a few stages into your levelling campaign. If you don’t care much for the plot, Azeroth Pilot Reloaded can usually quick do quest hand-ins for you, otherwise just follow the main quest markers in orange from the NPC and you’ll be on the right track.
There is a catch-up for gear once you finish doing all four zones. You’ll be able to skip the Forbidden Reach and Zaralek Cavern and go to the Emerald Dream for some 415-421 starter gear.
If it’s your first run through Dragonflight, you enable dragon riding during a quest chain about a third of the way through the first zone- Waking Shores.
Hop on ur dragon, jump off a cliff and hope it starts flapping its wings

1 first of all you need to take the zep/ship to waking shores and do the quests up to wingrest embassy.
2 At Wingrest embassy the quest chain will prompt you to select a starting zone, pick Waking Shores
3 once you have picked waking shores , do the quest chain Sendrax gives you through the Enemy Djaradin camp, the elemental cave , and the primalist cauldron ( about 30 minutes play)
4 At the end of the primalist quest , you will deliver an egg to Queen Alexstraza and she will have 2 quests , 1 for the ruby life pools chain and 1 for talking to Lord Andestraz for dragon riding training
Unlocking you main character lets ALL you alts dragon fly in Dragon Ilses.

Dragon Riding is unlocked by doing the first zone of Dragon Isles. Think you get the ability to unlock it once you’re taken to the Ruby Lifeshrine or whatever the little town is called. Part of the story as it’s an important system or whatever. Real simple, doesn’t take too long. I’d recommend grabbing the side quests as they’re good XP but you get the ability to use the flight system not too far in and even get the proto drake mount to start with and each zone afterwards will give you one of the others. Might need to look up some videos showing where the dragon glyphs are as those help open up your flight abilities for you.
Once you get to the dragon zone check out Youtube SignsOfKelani’s “Unlock Dragon Riding Talents”. He shows you where they are and how it’s done.

It’s pretty quick just following the chapters. Main thing is to get the glyphs.
Do the Waking Short campaign quests and you will get to it. Then to collect the glyphs you can find the locations here:
Strongly suggest you take the time to collect all the glyphs as they will make your experience much easier.
Play through the Main Storyline until you get to the Ruby Lifeshrine. Once you arrive there, you’ll be given the quest to unlock Dragonriding.
Should be less than an hour, depending on how long you spend killing mobs.
Alternatively, you can just have a friend or guildy fly you to the Lifeshrine to get the quest. I believe all you need is to find the NPC at the Lifeshrine, you don’t necessarily HAVE to finish the previous quests, it’s just easier that way because the questline literally drops you off within walking distance of the NPC in question.
as far as the Emerald Dream and World Quests, I’m pretty sure that both of those require level 70 and completion of all 4 leveling Zone questlines on at least one character.
