The game feels familiar but it has changed so much. My guild is basically gone, I have some names in my friends list but I don’t know if they are still playing. I want to set up my UI and it seems a lot more complicated. Are mods still a thing, If so what are the basic ones for lvling and raiding? What spec is best for end game? Any other info you may have would be helpful, thanks for reading!

Not sure if the mage forums specifically is the best place for this post, but none the less here is what I got.
ElvUI: I really like my screen to be as minimal and clean as possible and have felt ElvUI to be the best at accomplishing this, especially w/ mouse over action bars enabled. I don’t need to see that arcane blast is off CD, it’s always off CD lol.
Weak Auras: I use this to track my major CDs, procs, and buffs if you’re getting back into mage grab yourself a pre-made weak aura package, I think Luxthos and PreHeat have readily available and simple to use ones. Though once comfortable I highly recommend making your own makes it much easier to customize that way.
Plater: Makes enemy name plates much cleaner, I personally like Jundies profile but even the default one is much cleaner then vanilla name plates.
Spec: Frost and arcane are both doing solid right now, with frost a bit better for dungeons and arcane better for prog raid. I recommended picking up arcane being simpler and overall cleaner rotation then frost right now. But really play what you want to play and have fun!

Oh to answer your leveling question technically you can get azeroth pilot reloaded to guide you for questing, but dragonisles questing is simple and clean enough that if your leveling for the experience I recommend you don’t get it. If you are just speedrunning max level just spam timewalking dungeons and get your 10% XP buff from the wow anniversary quest outside caverns of time.
Deadlybossmods is still an addon also. But could go with big wigs
