Abandoned this quest but apparently need to complete it in order to finish Embers of Neltharion storyline.
I am also having this issue. I completed “A Creche Divided” long ago, but must have not seen/picked up “Return to Viridia” and now am unable to complete the Embers of Neltharion storyline achievement.

I was just able to complete it. I went to the location marked in Wowhead and Scalecommander Emberthal was there with the quest. Not sure what changed, as when I did this last month the Scalecommander was not there.
I am experiencing this issue. Emberthal is not there. Quest checker says i have completed all quests up to return to viridia.
