Apologies for the thread necromancy, but I have found a workaround for this bug in the toy Whole Body Shrinka’. It reduces your size and damage output, but the boss doesn’t do much, if any damage to you. Check WoWHead for details on how to get the toy. This answer should help anyone stuck on this fight.
Can we fix this? It’s been 3 years honestly.

I too, will chime in that not only is it bugged, but if you’re trying to solo it on a char that doesn’t have feign death or maybe shadowmeld, you have no choice but to hearth out.
Super super frustrating.
Not sure if there is a way for Alliance-only players to get this, but I use Whole-Body Shrinka’ from the Troll starting zone whenever I find myself killing enemies too fast for any number of reasons. And using a starting zone grey drop gear set for old content runs can do wonders.

Still bugged. Even going in naked and taking Toe down to 50%, then taking Murloc to 50%, then engaging them both. Toe stuck at 0% but doesn’t die.
The key now is to just nuke em, apparently. That seems to be working for most people in another thread about this including myself.
Though a user or two did claim it worked most of the time but occasionally still bugged out even when nuked.

I give up, this is four times in a row I’ve had to hearth out and reset the dungeon on this fight because it bugs every time. This last attempt I unequipped my weapons, used no abilities, and literally punched them both with my fists and IT STILL bugged out. I literally can’t proceed any farther in this dungeon because of this one encounter.
It is possible to reset them on any character. It’s not reliable, but it can be made to work after a couple of attempts.
If you jump against some parts of the front railing (particularly near the spotlights), Toe Knee will try to path outside the room to reach you. This can force him outside the room on his own, but if done when his Dashing Flame Gale is going off he will immediately dart outside the room and reset it.
Since the hotfix there is a new method necessary to clear the encounter reliably. It seems to involve making sure Toe Knee dies first but I’m yet to narrow it down properly.

Still bugged, somehow got it to work twice last week, been resetting it for an hour atm though…
Assuming it hasn’t been changed again (and I haven’t been there to check for a few weeks), the most reliable method I’ve found is to ensure that Toe Knee dies before you do anything at all to Mrrrgria. And I mean anything at all - don’t even target her, ensure pets are passive, and make sure you’re as far away as possible so she doesn’t trigger any kind of damage reflection effect. Soon as he drops, take her down.
There’s maybe a second of overlap where you can damage Mrrrgria before that happens. If she reaches 1HP in that window, Toe won’t die and the encounter will bug out.
I’m unsure as to what would happen if you’ve not gotten Toe down to 1HP before he becomes an invalid target. None of the characters I’ve used have been unable to do that in a single hit. The Whole Body Shrinka toy might need to be used to engage Mrrrgria in that case, allowing her to spend more time below 50% health.
My assumption at this point is that there’s a small window between when Mrrrgria hits 50% health and Toe becomes active again. If Mrrrgria “dies” in that window the script is broken. Making sure Toe dies before he has to become active avoids the issue entirely, and the greatly reduced damage output of a level-appropriate party would also avoid it. Hence the Shrinka idea.
