I recently started playing Retribution in PvP. Do I stack Haste and Mastery or should I include Critical Strike?

If you plan to mainly pvp stack vers followed by mastery, everything else is fine if youw ant soem crit but those 2 are your best friends in pvp

Haste is good if you want high uptime on your tier set

Vers > Mastery=Haste, you get enough crit from wings and wings uptime with aura of reckoning.

Vers > Haste >= Mastery > crit

If you want big dmg go mastery if you want constant pressure go haste.
