Relthelshi has no option to buy the upgraded Raging Tempest gear for storm sigils. The vendor is no longer vendoring anything, only handling the sigil quests. Where did they move the gear during the patch?

I just discovered (even though someone else said it in another post, but we thought she meant pvp) that you don’t need to buy them now. Bring your blue gear (purchased from the NPC next to Rethelshi) and upgrade it with the same NPC (Corxian, back in the practice dummies room, Valdrakken) who upgrades other gear. It will ask for the storm sigils to upgrade to what would have been the purchased item from Rethelshi.
