Try opening the .exe directly
I’m also experiencing this problem on Mac (M3 Max, Sonoma 14.1).
I’ve tried the various fixes recommended in this thread to no avail.
If I try to open WorldofWarcraft.app, it says the application cannot be opened, and the update through the launcher gives error BLZBNTAGT000008A4.
It worked fine last night.
Finally got the issue resolved. What it took was: Completely uninstalling Wow/Battlenet and any remaining blizzard assets hidden in any nooks and crannies. I then got the CleanMyMac app to clean/remove/repair anything else it could. After all this I was finally able to reinstall and play the game.

I switched from Beta to Standard and my update/download started immediately!

Nope, turning off limit ip address tracking did not help
