Haven’t been able to find an exact guide to help me find the info I wanted, so I figured I’d ask here.
So say I wanted to have a lvl 19, or 20(does level bracket even matter at this point?), twink pvp character. What would be the best way to go about doing so?
My thought was to create a second account, get him to lvl 19 or 20, and then purchase a sub and turn off xp. This would allow me to carry him with my main in dungeons to get gear and just be allowed trade and buy in general. After gearing him up properly, I would turn xp back on but let my sub run out. This way he stays at 20 without being starved for pvp queues. Is there any flaws in that plan, as it stands?
Say that all works out well and good, which expansion gear should I be aiming to get for him? I’m gonna assume azerite gear and neck is the way to go? Along with artifact weapon with higher ilevel sockets?
And as far as low lvl pvp goes, which class and spec seems to be at the top?
I’m sure I’ll get twink hate for even asking, but I thought it would be worth a shot. Most likely unsubsiding until 9.1 anyway, might as well have a side project to have fun with.

There are tons of armory links in there also if you need toons to copy.
All brackets are alive right now using the exp debuff that lets you que into xp-on bgs (some say it’s an exploit, blizz hasn’t fixed it in 3 years though and it’s been reported numerous times on the forums, they never do anything, so you’re prolly good if you do it lol)
The 20s bracket is the only “true” twink bracket because of free to play accounts (there is a guide for this on the website I linked)
The other brackets are also alive, but much less so. I know 30s bracket has a community that does twink-only war games and arenas. I think there is one for the 19s bracket also.

They could lock their exp and get the same amount of gear in a few hours like many others do lol, cause yknow, it’s an MMO not a FPS and gear matters

To be fair, if you scale down a character on retail, all your gear and trinkets, and powers are disabled, so you only have stats
Hey OP, to answer your question…
That is the usual method, hold a sub on that account so you can get all the gear/enchants/gems you need.
You won’t get a HOA or azerite gear until level 50. So scratch that off.
Legion weapon is the best you can get. BC gear is the best you can get because most dungeon drops have gem slots in them.

You know I didn’t consider the gem slots, that’s a good idea.
Is there a level requ to get into BC heroics? Aren’t there, also, epic gear you can buy in Shattrah left over from the Sunwell raid patch?
That’s a good question, I’m not sure tbh. Most of the 20 twinks I’ve seen have normal dungeon drops.
You can’t enter raids or Bc dungeons until level 30.
The way people do it is:

level to the level you want to twink at

if this level is 10-19 or 20-29, chromie time to BC dungeons and lock your exp. farm items using the dungeon finder, you get scaled drops with gem slots on them. Get artifact weapon and upgrade it as high as possible using BoE relics (I think you can get to 52 ilvl).

if the bracket is 30-39, get carried through SOO mythic by a high level, takes an hour and you get a full set of epics usually. You can also buy the old gladiator gear with gem slots. Once you hit 39, legion greens are the best items for this bracket, because they scaled weird and they’re really OP. Especially since they can drop with gem slots on them.

if the bracket is 40-49, level to 48, lock EXP, go farm rares treasures and BoEs in SL zones because the gear is OP for that bracket.

50-59 twinks are mostly old toons that cleared M nyalotha or people who didn’t buy SL.

at this point, find gems and enchants that scaled weird. Like, for example, ring enchants. “Accord of mastery” says it gives +9 mastery, but at 35, it only gives 5 mastery, but the tooltip doesn’t show this, so it has to be figured out. All enchants more or less have these broken tool tips. Crusader is the best enchant for any strength class at any level, it procs 100 strength at any level. Jade spirit is best for any intel class, it procs 25 intel in 30s bracket. I think dancing steel is best for agi classes.

gems. The best gems for 10-29 are going to be the ones that used to come out of black temple (epic +3 or +2/+2 gems). The best gems for 30-50 are from Bc heroics. Shattered halls drops a 5 strength 6 Stam gem and black morass drops a 5 intel 6 stam gem. There is no agility gem, so the best agility gem comes from the gems in Dragon Soul (+4 agi)

at that point, you basically just want to look for OP items. BOE Item drops scale 4-5 levels below the character it dropped on. So if you farm boes on a character that is 34, you will get items for level 29. One example is Singing crystal axe (boe drop). I have one on my warrior that scaled up to level 39 and it procs like 40% haste or something dumb like that. These items have to be found, some have been mentioned on the XP off website I linked.
Note: this is if you are actually going all out to twink. Most of the time you can just get a few pieces of gem gear, enchant it, and you’ll outgear 90% of people in leveling bgs
Double note: dungeon drops in chromie time scale to your characters level. Only the world BoEs and greens do the 5 level scaling thing I talked about
Bonus points: when you get to level 30, the old “valor” vendor in old town (ally) or top of horde leader building in orgrimmar sell blues with gems on them and a ton of versatility. You can get a full set of this gear for ~500 gold. It will out do any leveler and nearly be on par with twinks in the 30s.

Your best bet is on a “free to play” account.
Xp off characters are put in separate random PvP queues, and they never pop, but if your just locked at 20 because FTP, then you get into the 29 bracket at 20.
