Silly question, but it’s been bothering me since Icyveins doesn’t really seem to reference it as part of the AoE rotation.
I’ve normally used it when there’s 2-3+ targets, but I’m curious if it’s really worth sacrificing a CS CD to refresh. Should my focus be simply maintaining Divine Storm, or is there a sweet spot in which Consecration actually improves my AoE DPS?
Consecration is only to be pressed when all other abilities are on CD. You can pop it in during AoE fights in place of a CS if you want, however it’s priority is pretty much the bottom.

It’s more clutch for pvp. I use it to get rogues/druids out of stealth or keep rogues from catching me.
Dropping one in WSG’s base tunnels, or if a rogue restealths while you’re chasing their teamie, you can drop a conc behind which will either get the rogue of guard or have them go around the conc to get an opener on you, giving you a few seconds on their partner.

Consecration outputs very low damage. Pay attention to how much each tick does, it barely warrants a GCD.
Like others have said, it has situational uses like popping someone out of stealth, or in massive pulls, or if all your buttons are already pressed and all that’s left is Consecration.
I was wondering this exact same thing on my pally, but I finally decided it is not worth the global with such low damage and the high chance of the target getting moved out of the AoE.
It’s uncapped AOE so if you’re farming old content and pulling the entire dungeon/raid it’s worth a GCD.
Beyond that, as others have said, press it when there’s nothing else to press. Divine Storm is capped at 5 targets, but even on larger pulls, a capped DS is usually going to be more damage. If you don’t HP for DS, you’re better off using the GCD to generate HP than dropping consecration.

It is a horrible spell and should only be used if there are around 4-6 targets. Both in PvP and PvE, if you have all spells on CD, cast it for a small dps increase. <3
