So when we had our bugged tier set resto was just keeping up hps wise. Now that its fixed we are losing a large amount of hps as according to warcraft logs. Insurence was our 2-4th highest heal.
So put this allong side high mana costs, low healer damage, and to top it off now the lowest hps we are at a issue.
What purpose does resto bring to a group that another healer or spec does already?
Druid has stampeding roar
Disc as DR
MW has ease of HPS
All but priest have a interrupt and some form or stop/CC
Ele and enhance bring all the shaman utility
And if i remember correctly resto has the lowest healer damage currently.
Improvments:
Resto needs help thats for sure
To start they need better mana managment. Either by reducing mana cost or improving their ability to regain mana.

No good answer for this we will need to test the 4pc changes. I pushed beyond +10s with and without the bonus, so my expectation is that the insurance bug mostly went into over healing and reapplied to the existing targets.
I can only speak to my own experience but mana is not really an issue most of the time for me. Im doing 10s and 11s and maybe sitting for a couple seconds to drink after especially tough bosses but otherwise not drinking the entire runs. In heroic raid i can keep up with or beat my guilds other healers and have 90% mana at the end. Admittedly casual guild so mileage varies but anecdotally hps and mana hasnt been an issue for me.
Shaman utility should be excluded from this conversation for the point you are trying to make because shamans are super bloated on utility. We are the rich kids when it comes to utility so best not to even go there. (Double aoe stun, knockup, melee kick cd, spirit link, poison dispel, group sprint totem, bloodlust, purge, root clear, aoe slow, and others ive probably forgotten)
Shaman mana is borderline and i fully agree our damage needs buffed but just wanted to make clear we are doing fine borderline great in M+ and raid both. (A tier for M+). Unless you are cutting edge content shaman is currently my favorite healer to play.
I am enjoying the heck out of it. We have an awesome tool kit. So far I have had no mana issues at all. The class is just plain fun.

We just need a better mana regen mechanic than water shield or a serious buff to resurgence. When you see Master Shapeshifter or Mana Tea you realize just how bad our is.
Healing wise the numbers aren’t bad but there is disprecancy between CBT and HST, Farseer with 4 piece and really would like AG back. Totemic also needs a change with MTT being added to HTT via talent(dumb).
Prob in raid yeah, but in keys? You barely need to drink unless you’re not letting your totems do the heavy lifting.
I did a ++11 last night with only a 2pc and some champ pieces. Resto feels great in M+, only thing it lacks imo is burst healing. I would love to see ascendance nerfed a bit and put on a 1 minute cd like chi-ji. What makes monks and discs op on m+ is their burst healing. If they gave resto some burst it would be S tier for sure, I find ascendance overkill most of the time, bars fill up immediately, I’d rather it be nerfed and available more often.
This is honestly only because Totemic is so strong. Farseer is the mana regen hero talent tree but it falls so behind in certain aspects its sad.

Agree on the mana front, although it was addressed a bit recently, but that’s really it for me. I only notice it in M+. Seems fairly fine in Raid.
We may not be meta but we feel solid and more than capable to handle M Raid and/or High Keys.
A single target external would be nice. Farseer being a little more capable would be nice to swap into a more engaging playstyle from time to time.
Overall though, I’m happy with where the spec is at. Could it be a little better? Sure. Could it be worse. Oh yea.
lol. You have 9% crit and need to be around 30%. I don’t have a lot of crit due to maining enhance and I rarely ever drink when I heal. Maybe 2x a dungeon. But if you get 30% crit, you should never have to drink.

My crit is 29 percent in PVE. Also playstyle is only as potent as the players you’re playing with.

I have 22%ish right now and I dont really ever have to drink unless it’s a overpull or something typically. Mind you im not doing 10+ yet.
Candle King seems to be most mana intensive M+ boss. Constant rot + Chain Heals
Would like to see Spiritwalker’s Tidal Totem talent modify Chain Heal instead of Healing Surge
The mana tide totem change is the dumbest thing I have seen for shaman, it rarely got used before now I would say it never gets used.
Yeah, tying it to a throughput cd is ridiculous.
