I’m balance but planning turning resto because I want to heal sometimes. Never healed with those two classes, if hpal is way better atm, I’ll level an alt just for heals

From my understanding Hpally tends to do better in raids and pvp and resto tends to do better in M+. I can’t speak to heavily on resto druid other then the fact it’s emphasis on hots and large utility toolkit makes it very good for M+.
Druid, like disc priest, is a proactive healer that requires set up before damage spikes. This requires more encounter knowledge. Holy pally, like mistweaver, shaman, and holy priest reacts to damage that has already occurred.
For M+, I feel like I’m having an easier time on resto as I do understand a lot of encounters and can prep for them + the utility it provides is just insanely helpful especially in a pug environment.
For raids, I like Hpal as I feel like the beacon on tanks and the spread of glimmer just does some insane healing, especially during AW periods. Devo + Aura mastery is an also insanely useful raid CD that’ll save you many times. Hpal in m+ does do well, but I feel like if you do not have a great group that is constantly interrupting + dodging mechanics, it feels like a struggle to come back from when you don’t have any CDs.
I play both in SL. But it’s been a while since I’ve healed a lot so I don’t have any specific, in-depth advice.
I will say, generally though, that Resto Druid and HPal can be surprisingly similar in some ways when you run BoV for your HPal. The Resto’s hots feel somewhat like holy power charges. And snapping off a Swiftmend to consume a HoT feels like a WoG. Especially with the 15 seconds cooldown. And on the HPal, if you don’t build holy power quickly enough, it definitely feels like a cooldown even though WoG doesn’t have one.
Wild Growth feels like a slightly much weaker BoV/Toll combo but is also available slightly more often on only a 10 second cooldown.
So yeah… they feel eerily similar in some ways depending on your HPal’s talents.
They’re both doing well in keys so far.
But if you’re looking to dps and heal on same character I would recommend staying Druid.
Even if you thought about tanking also I’d say stay Druid.
Pug world FOTM is a huge thing for some people and Druid is it right now for all roles besides feral.
I’m playing both and right now I’m on the fence.
On “Bad Melee” weeks (most of them) Holy Paladin just feels like a lot of work… but then my Druid can often feel weak where HoT’s aren’t enough and I’m having to play Catchup where the Paladin could simply Divine Toll - BoV - WoG everyone back to full.
Druid utility is still great to help tanks Kite and there’s a few nasty enrages which we can soothe off. Brez is nice and Boomy Affinity + Convoke can add some solid DPS at range while moving where the Paladin might have to run out for 10th time.
Having to use a GCD on Shapeshift can take away from the Druids damage however as I find myself having to spend more time healing in SL than BFA so the extra GCD’s add up and I often find myself not bothering and simply weaving DoT’s + Wrath in Caster form between heals.
Boomy is in far greater demand than Ret so that’s something to consider.
Between Paladin or Druid I’d have to go with Shaman.

This is pretty much the answer. For M+ druids just have so much more utility and gets to be ranged without hurting its HPS. If you have an exceptionally coordinated group that knows each others tendencies and you can appropriately utilize BOP an argument can be made for HPAL in M+ on weeks that aren’t super melee unfriendly
