This will happen quite consistently across any character and any realm (except my two Pandaren Monks, which may be because they’re supposed to cap at 300% rather than 150%.) This seems to have been a problem that’s gone on for years that still hasn’t been addressed, since I’ve seen other posts on this topic. I’ve found a workaround which is to log in to the character sometime after it should have crossed the 105% threshold (I use Altoholic to tell me when this should be), wait until the rested XP number increases, and then it’s fine for me to log out and it will cap at 150% like it’s supposed to. My assumption is the characters are supposed to cap at 150% rested XP if you leave them in an inn without needing to give them a kick like I’ve been doing.
My normal behavior is to hearth to an inn and log out when I’m done playing. I’ve started hearthing and leaving the rested XP area and going back into it and logging out to see if that will make a difference. I’ll also see if there’s any difference if I fly to a location with an inn and walk to it rather than use the hearthstone at all. If there is a way to properly log out of a character so it gets to 150% rested XP on its own I’d like to know what that is.
I just came here to post about this as well, and thought I would do a search first. I have 2 battle.net accounts (mine and my wife’s) with multiple wow accounts on both where this is occurring on them. I’ve found that they seem to stop at 105%, and then if I login they will start getting rested again, and then stop again, repeat, until I finally get them to 150%. This is something that I recently started noticing, and am not sure exactly when it started, but it’s been driving us both crazy as we have been trying to level a bunch of alts and utilize rested as a driver for that. 105% vs 150% is a pretty significant difference.

I’m the other battle.net account. I just went through all my characters and found 13 stuck at 105%.
Bumping this. This is also happening to me on my low level alts along with another friend. We’ll leave alts of various levels (32, 55, 109 as an example) logged out for 2 weeks, but unless we log in somewhere in the middle they will all inevitably get stuck at 105% until we log in and out once, then they will finish capping at 150%. Have not tested with a Pandaren yet to see how it affects them.
Yeah this continues to drive me crazy. I’ve just gotten in the habit of logging into my alts that are resting every 3-4 days to keep it flowing.
Confirming, now a year after the original post. My alts, who have been logged off for well over 2 weeks (some as high as 4 weeks) have all gotten stuck at 105% rested experience. When I noticed this a few months ago, logging in and then back out seemed to restart the accumulation of rested experience.
Has this seriously not been fixed after 2 years? This is getting kind of ridiculous blizzard…
