Crafted over 3,000 spools. The 25% resourcefulness as shown on the recipe screen did not procc once. I have the resourcefulness tree fully maxed for Tailor, and enchanted for resourcefulness.
Good thing I can respec, oh wait.

Its also not working for alchemy transmutations. I have 40% chance and have done hundreds with maybe 2 procs.
