I dont think so, reknown says pvp gear rank 7 unlocked. The UI for the item upgrader says “Requires Reknown 59” - I think its bugged.

Go to your sanctum. There is a guy there who will give a short quest sending you to Oribos to the pvp area. Upon finishing it you will be able to upgrade it.
ok you’re right wish the tooltip for the reknown reward bar said something about that
You have to go to your cov and pick up the quest.
smfh it worked exactly like this for the first renown upgrade.
