Is it a visual bug or actually broken? I have the talk to Hashim text but he has nothing new for me
actually broken. does not proc. not effects happen. have talked to Hashim and nothing changes
Is this on retail? I experienced this issue on the AWC realm while setting up my character, but I attributed it to a bug with the TR and not something hitting retail. My existing main which already had the cloak equipped before the patch still had its effect.
EDIT: Logged back on my main and the tooltip now has the same error. Proc is still occurring though.
Im having the same issue with a recent lvl 80. The wraps are fully upgraded but not empowered.
Yeah its disabled for basically all of my server too!

Its basically a raid breaking bug, cant use the action button raids are a no go tonight.
Probably affect M+ too, not as directly, but that cloak is a huge lifesaver in keys!
I tested all 3 roles effects and even though the tooltip says to talk to Hashim the dps and tank effects still work but the healer one is broken.
