As of build 11.2.5.63660 the Reshii Wraps (Artifact Cloak) seems broken, says on it:
“Equip: speak to hashim to enable your Reshii Wraps to harness ethereal energies”
and when I go to Hashim, there is no dialog options to do so…

Also having this issue. Damage / stats isn’t really matching the item level, etc.
My cloak is appearing to be working fine despite the buggy tooltip.
Tested on target dummies and the dps effect seems to still work as does the tanks but can no longer get the healer effect to work.
DPS proc sure ain’t working here. Stiilll broken.
EDIT: Completely broken on my alt level 80 warrior, just acquired them today. Working as normal on my level 80 priest, acquired earlier in the week. Working as normal on my main (this toon). Unsure if the problem is escalating as the week goes on or if it’s completely flukey.
