Dungeon portal are there as reward, but it is not a real reward if you can use them only once because starting from >20 you deplete often. Why not reset dungeon portal CD on dungeon start?
but won’t Billy begin to argue that the game is literally unplayable without the portal if the portal is too good?
nowadays players cant begin playing without 4-set tier bonus, which was originally just a tool to aid in farming faster. if you make the portals too good, there’ll be casual tears.

Just remove portal cooldowns and make them account bound. Seems like a weird restriction imo.
Why reward people for failing a key? I don’t see how that make sense. Also, character bound teleports is one of the last bastions of character-bound rewards that is not gear (and even a lot of gearing is getting account bound these days). They should be a reward for what you were able to do on that character. It also provides at least some small motivation to not constantly meta-hop.

Yeah, that was my point. It’s easier on meta, so whenever a meta-hopper’s current class goes out of favor, they’re obliged to move to a new character, leaving portals they had gained behind. Staying on a single character means all portals stay on that character. Sure, it may be harder on a non meta spec or class, but what you get is valuable for character progression. That’s why I think it’s worth preserving. There are fewer and fewer things these days that give reason to stay long term on a character and not hop whenever the winds change.
