Blizzard would always release new servers at new expansions, it caters to a good amount of players and receives stress on the high population servers. It’s a legitimate implementation if they add new servers per region. If the launch is a disaster like classic was in August 2019, you’ll see new servers. Why not just have them, its minimal work to keep a piece of your player base happy, even if its 7% of it.
