The quest says it requires 10 flotsam. I pick up flotsam and get msg “x/5” for progress. It stops counting them at 5/5 which means I can’t get credit for the daily. I’ve tried dropping the quest and restarting it, logged out and back in, turned off all addons, removed the cache…nothing has worked.

I’m having the same issue as well.
same issue here, stuck at 5/10 on the quest text, nothing counts beyond that.
So, I went back to base camp to turn in some other quests, and the quest giver (horde side) shows a yellow ? over their head. Clicking on them shows that the quest is greyed out (not completed yet) yet the completed button is shown and clickable. I was able to complete the quest even at 5/10
Same thing happen to me. So I logged out, and then back in, and then the quest showed “ready for turn in”.
So I am pretty sure I found out what is causing this bug. There must be 2 quest IDs. I abandoned it and picked it up and it shows “Collect 5 Piles of Flotsam” as the objective. Once you accept it your quest log appears as Collect 10. So its an ID issue. Please fix blizz, I would of got flying today if I could of handed it in.
I’m also stuck on this quest for the same reason.
