Requirements for Celebration Crates

I made the mistake of starting the Celebration Crates challenges for the Anniversary on my level 19 toon - I can pick the crates up but I get an error message that I don’t meet the requirements for the quest. Do I need to be a higher level or is this a bug?

Did you do the Guest Relations quests to unlock the notes on the board for the crates?

WoW’s 20th Anniversary

• Players must now be level 30 to accept and turn-in the Celebration Crate quests. Alyxx will continue to be available to turn the crate quests in after the celebration ends in a year-round location.

Yes, I took the notes off the board and just to confirm that I wasn’t missing something, I read the Sandy Note. I first tried with the Hazy Crate (which to my knowledge) doesn’t have a note.

Why in God’s name would they change that?

I could not possibly conceive of an answer to the level requirement. Noting that they’d be obtainable afterwards is neat, the level requirement? Maybe something related to trial accounts I guess? Just because that’s also where they moved timewalking quests to.
