If i faction change from horde to alliance will the reps change with it. Example im exalted with zandalari empire. Will i be exalted with the kultirans if i faction change?

Anytime. I can’t remember the last time I did a faction change, but I remember a bunch of faction reputations like PvP swapped over.
You will still need to earn the other requirements (completing many Zandalar questlines), though.
The exact correspondences for BfA reps are:
Proudmoore Admiralty ⬌ Zandalari Empire
Order of Embers ⬌ Voldunai
Storm’s Wake ⬌ Talanji’s Expedition
The Waveblade Ankoan ⬌ The Unshackled
When you do a faction change, each of these factions will be swapped with their counterpart. However, as Miko mentioned, if you’re hoping to get Kul Tirans, you’ll still need to do A Nation United (https://www.wowhead.com/achievement=12891/a-nation-united) first. Faction changes don’t alter quest progress, just reputation.
I’m currently doing the reps on an Alliance character, and it’s just… what’s the opposite of a delight? This character was almost a human because of it.
Side-note: Can I unlock Mechagnomes with rep on this character? I want to know if I should bother farming it.
Yes. Counterparts don’t count (so you can’t unlock Kul Tirans with Zandalari Empire), but if you have the actual reputation (in this case, Rustbolt Resistance), it does.
That’s awesome. I’m very close to Dark Irons, about half-way with Kul’tirans, and currently revered with Mechagon.
It’s lame. Reputation is lame. I truly hate it.
