Why would it be? Mastery is not Prot’s best stat, and Pelagos gives you about the same amount of mastery with much higher uptime anyway.
I’ve been Necrolord, and it’s fine, but not especially exciting. Fleshcraft is a great defensive button, but Banner is kind of meh.

Reprisal is the best leggo for M+, hands down. Its not covenant dependent in any way and Necro is a strong choice, though I still find Kyrian to be tops overall.
Mastery is okay but Haste>Vers are better by a wide margin.
Tanking with reprisal simply means you want to try and find windows to Charge, so sometimes you want to save leap so you can leap out and charge back in. Additionally, you will generally want to Intervene on CD. Intervene on a healer or ranged DPS being targeted by a mechanic and charging back in is another great option. If you don’t need to charge back in, go ahead and Intervene a melee.
Talent wise, Best Served Cold tends to beat out Booming Voice when using Reprisal, though they’re both fairly competitive. Double Time becomes a strong option as well, though I generally don’t think its worth giving up Storm Bolt.
That’s the gist of tanking with Reprisal. I would still reccomend The Wall for most raid encounters, but Reprisal is fantastic.

Best Served Cold is the talent to go with Reprisal. Booming Voice is a crutch and would be more suited for the Thunderlord legendary. As for soulbinds it is a bit of a mixed bag but will give ya some insight.
Marilith: You get a weak cheat death in Coating and your Fleshcraft becomes a decent healing during and after with Ultimate form. You need to get the Weak Aura for Quaking because Quaking will interupt your Fleshcraft which is whack denying you the heal over time after its done. You can get double potency but the Prot ones are kinda bad so you go get the cov one and then your choice of whatver. You do get immunity to CC so you can use it to block Pride Stuns, Mist Caller foxes, yeet tornadoes from ToP etc. Also blocks one phase of Echelons stone curse.
Emeni: you get a HUGE strength bonus when turning on your banner and having the cov potency conduit. You can choose to have Fleshcraft on the move or 5% extra stam when using Fleshcraft. I like the 5% cuz you add a bigger Fleshcraft. Her bottom row are all kinds of bad tho sadly. However u can go double Endurance to get Stalwart Defender and the Last Stand Conduit which oddly feels like a Potency conduit cuz it gives you better rage regeneration during Last Stand.
Bonesmith: 3% Strength if u got 3 or more enchantments on your body. You also float around before you die to hopefully clear a tough pack before wipining. I havent tested the Serrated Spaulders yet but might be a neat way to hold threat and deal damage. Bottom row is again lackluster. After critting 10 times u get like 18% extra crit for a bit with a 60 second cooldown.
My Warr only a week old at 60. I’m Necro with reprisal doing 15s ATM issue I found is lack of stops. Necro is great as I like making dps do more damage but I lose after shock or spear control. Which kinda hurts a bit.

Reprisal is a pretty self-contained legendary, and synergizes with a wide variety of talents. I’m currently playing with 3/1/1/2/2/1/2, since you can get so much Shield Block uptime with Heavy Repercussions and high haste. I can currently reach 30% haste unbuffed in one config.
For raids, I think Reprisal is extremely good, but you should also have The Wall for other encounters, and switch into Booming Voice/AM. For Reprisal, I think BV/AM is fine, especially for an offensive bend.
I tried this the other day. I had 93% shield block uptime.
