I have 1000/1000 anima for the quest to get the renown emblem for rank 3 but the turn in NPC Sesselie is not anywhere to be found and certainly not where the quest marker says. Currently preventing me from progressing any further in my covenant.
I’ve tried relogging, swapping characters and running in and out of phases to no avail.
Having this same issue. Unable to see the NPC at all.

I wonder if this is the quest giver for the Maw weekly and that is why it’s missing for us to pick up.
Adding another one to the list that can’t see it from Horde side.

I built my anima conductor and the NPC appeared (after waiting the hour for it to build)
kk cool, Im building mine now. About 20 minutes out, Thanks for the info. Ill update if it works for me as well
Mine did NOT appear after building transport network.
