I feel like my rep with the Dragonscale is extremely low but maybe I’m just not doing the right quests?
Im only level 3 when it comes to the renown but Ive done almost every quest in the waking shores. Is this normal?

There’s other quests related to that rep just not in waking shores.
Once you get to renown 5, you can start finding disturbed dirt piles all over. These are the best way to keep gaining DE rep via dragon isles artifacts found frequently. You get 15 rep per artifact, turned into an NPC at the DE Base camp.
Renown 6 unlocks rock-climbing, and that also gives you the cartographer’s flag ability. Using that ability you can place the flag atop 20 of the tallest peaks throughout the Dragon Isles (the achieve is only for 10) which gives 250 rep per flag … so you can spend an hour doing that and easily get 2 additional renown levels worth of rep.
In other words, it ramps up quickly but yes it can be slow at first.
