And since I cannot make renown 44, I am locked out of Korthia.

Your ability to go to Korthia has nothing to do with your renowned. It is based upon having an up to date covenant story line.

As the subs go down more renown shall be unlocked.

You can open korthia at renown level 1. I have a brand new 60 in korthia (I mean he is renown 10 now but I started the quests at renown 1).

To add to this, I also didn’t rescue anduin in TC and I got the quest for korthia at renown 36

before you can unlock korthia, you need to unlock thorgast and the runecarver. after that, you are good to know!
