Like, in light of the fact that most if not all players wanted an easier way to swap covenants, couple with the fact that they keep being rebalanced…
… is there a particular game-breaking reason that renown emblems do not have a 100% drop rate from end of dungeon, raid bosses, and callings if you’re behind the current cap?
I swapped last week. It was fantastic at first getting one from every dungeon and calling. I thought for sure I’d make it from 12-31 over the weekend doing dungeons and clearing a raid. I’m sitting here at 26 still because the emblems stopped dropping radically at around 18. This is a crawl now.
Why? People wanted to be able to switch these more freely. After trying the one I switched to, I’d like to switch again, but am daunted by the amount of time it takes to grind renown back up.
This just feels like a punishment for folks without a lot of time to blow. Have time to run 40 dungeons to get 10-20 emblems? Great. I don’t.
And again, how would the game break if they were 100%? You can already freely swap without regrinding renown if you’ve done the renown grind for that covenant. And there’s already a quest that time gates how often you can swap to prevent abuse.

The problem with systemlands is that it is built on the premise of harsh opportunity costs.
Current dev team thinks harsh opportunity costs make for interesting game play decisions. But what they fail to consider is if the opportunity costs are too steep that most players will not bother or will lose interest.
For Rogues as a pure DPS class and having covenants so closely together 'balanced" it would be advantageous for BlizZard to let up on the heavy handed restrictions. Instead, BlizZard should deeply consider the possibility of letting go of their micro managing ways and bring back some player agency.

I just hope, at some point, we do away with all the borrowed power, artifact weapon, azerite gear, covenant power crap and get back to a game that’s more centered around what a class and gear has can bring to your character.
I dont plan on swapping covenants, you guys that do have more drive than I. I can barely borrow power up and alt.

The short answer, as best as I can guess, is the devs want this to be the most tedious, grindy, and boring xpac in WoW since vanilla.
This is needed on sooooooooooooooooo many levels.

Yes player agency is the key to unlocking WoW to be the king of kings once more.
