For night fae you have to accept the quest “night fae veteran”. Laurel gives it to you.

You should update the pvp vendor to say requires the completion of a quest. Just saying requires renown 7 probably has caused rage for many.
You just go to where PvP vendors are and turn it in. That sure is tough.
