Went to the Catalyst to use it and this is what is needed, I have none. Where do I get them in order to be able to use it?

Season hasn’t started yet. Nobody has a charge.
Once season starts, everyone accrues 1 charge every 2 weeks.

Just ran a key with a druid who had a 3 set of the new tier, ilvl 450 - had to get them through raiding i guess?
I have 3 set, one from lfr, one from raid on normal and one from the charge
