I think the fact that warrior resource being a positive feedback mechanism is a bigger problem in terms of being broken in terms of raid DPS.
World buffs are rally going to amplify it.
yes, the issue is they amplify it way too much. get rid of that and suddenly warriors are still top of the pack but the discrepancy between #1 and #2 is much smaller 
Then you fix the real problem, warrior scaling.

they are not optional if all good guilds require players to have them, even pugs ask you to get them or not invite.

You could still have them do good DPS, you just fix the scaling and the perma rage they have, and it will bring them down to earth. Personally I think we keep Classic as it is, but if your going to get upset about warriors doing to much DPS, then you fix the class itself, not world buffs which are fine.
btwâŚiâm pretty sure if i asked blizzard to make world buff perma buff inside raid âonce your character enter any raid they get world buffs as raid zone buff and canât be removed with deathâ like the ICC buff.

Ah so what your really upset about is you struggle and are not able to stay alive, so lose your world buffs likely almost immediately, and you think its unfair that better players who donât die because they, and the raids they are in, manage threat properly and bring good healers, should suffer like you do, even though they likely take efforts not to actually die, likely using consumes, which you probably donât, and your solution to fix this issue of you feeling bad is to nerf them, because you think then you will be on equal footing, which you wonât.
Simple solution to your problem, donât die, get a threat manager, use consumes, wait for tanks to actually get agro. Thats the thing about raid buffs, they are useful if youâre skilled, if you a bad player, you will still be bad, and the buffs will be fleeting.

Inexperienced players wanting to remove things that more experienced players enjoy.
Itâs weird.
Itâs like people who want SBMM in FPS games because they donât want to put effort into getting better at the game.
Doing more damage, critting way more, and melting bosses is more fun.
