These should be transmoggable account-wide by any toon that can use daggers. They’re gated behind enough time to where there’s no “watering down” of the transmog by letting other classes use them.

Hey whatever happened to your Human Priest toon/forum avi? Did it get banned in that RMT ban-wave a few months back?
You suddenly disappeared from the forums for about 2-3 months, now back on a brand new Classic DK, so was just wondering what happened (…assuming you’re the same guy and not just a copy-cat/impersonator using Humanbeak’s name) 
The daggers are class restricted because they are locked behind a quest chain that can only be done by rogues. It works the same for other class locked legendaries that are tied to quest chains. Such as Shadowmourne (Pallys, Warriors, DK’s) and Dragonwrath (any class with a caster dps spec). Only the classes that can do the quest chain can use the transmog.
As a warrior I can mog my 2 hand weapons into staffs but I don’t have access to Dragonwrath. Even though I have it on two characters (a warlock and a priest)
Personally, I wish they’d turn the set bonus back on. Warglaives still have their set bonus, why can’t Fangs?
I agree, all of those restrictions should go.
