The alternative is either you make it impossible for anyone but max level to queue for timewalking or you make it a seperate queue, at which case anyone leveling will experience the same thing. Keep in mind, that level 11 is likely geared like he was BIS, it makes sense that their scaled dps is higher than yours.

no. You have to put some effort into making an alt twinkie to be a killing machine, here are 2 of my twinks that are “very good” not super yet but at least almost not killable:

you can not get that necklace i have on both characters unless you invest many hours completing the full dragon storyline to unlock adventure mode in dragon flight. (this for me sucked it took me over 100 hours since i kept hitting bugs and getting stuck/locked out) but after you get that necklace you have to spend between 8k to 12k gold to upgrade it to 3 slots and once you have that 1 piece, you can offically start the road to twinkyness

They would die, because raiding isn’t scaled content.
