That is not even close to why arena and pvp in general is dying. It is the amount of boosts happening at lower mmr, overturned things in wow also the lack of response and actions from blizzard. I would like being able to go do pve for bis gear but pvp has all the bis gear. Each mmr bracket as different skill levels, with higher skill levels involving more gear increments. I do believe boosters are making it more difficult in getting gear at low mmrs.
Why do you think there are so many boosts? Why would anyone pay someone else to get their rating up for them?

They might not know they are spamming the forums with repeat topics, so I let them know.
Making threads about the same stuff that is already been a hot topic in the same forum section counts as spam according to the CoC.
I’d rather warn someone about it than have them get banned for something they did not know about.

If you think the reason that you can’t achieve higher than 16/1800 is boosting or rating requirements on gear then you should probably just give up. Neither of those are the reason, just focus on improving and put the time in
