PVP would be a lot better in the long run without offensive dispels.
So many abilities feel complete garbage in meta’s if your team has a dispel effect, or completely busted if you have no way to remove it. This leads to really difficult balance issues for certain meta’s.
If offensive dispel wasnt an option in pvp, then they could better tune these abilities around having the downside of being dispelable.
This includes spellsteal, which I am amazed is still in the game after all this time.

the issue isn’t offensive dispels, the issue is it costs virtually nothing for a shaman (mainly) to spam purge.
if ele/enh couldn’t just spam purge for infinity, then the idea that certain abilities would need to be undispellable could go away
spellsteal actually has a drawback as fire/frost as you will 100% go OOM after ~5-6 casts in a row. arcane isn’t like that but mana in arcane directly influences damage so it’s still not worth to spam spellsteal most of the time.

Hunter also has a 10s cd on tranq, so it really is just shaman i think that can spam infinitely
would be nice to see that changed and allow more stuff to be purged again

Spam purge is fine, it’s just unfortunate when it’s free and aligns with the specs damage profile (Shadow)

This. Purge should be an intentional choice and a tradeoff, i.e. losing damage and resources in exchange for removing a beneficial effect from the other team.
There’s nothing wrong with counterplay. The problem is when there isn’t sufficient opportunity cost to making a decision.

Something I would like to see, personally, would be shared cooldowns. It’s fine to have nodes to select talents - but how about shared cooldowns, similar to trinkets.
Ex: say Mindgames/Psychic Horror share a CD. Use one, puts both on cooldown.
Horror - 4s horrify - no buttons allowed but trinket
Mindgames - 7s - damage/healing is reversed, but you can still push wall buttons or non damage/healing buttons.
Now think about who you’re fighting and what their options could be - you can toss one up that gives you complete authority in the moment but you’re up against a 4s clock (3 or less after GCD) and possible trinket. You toss up the other for a damage/healing stop window of 7s but the player doesn’t need to trinket and still can hit other non damage/healing buttons while pocketing the trinket.
The dynamic of both buttons just changed without changing the buttons, themselves.
Obviously not even a rough draft just tossed those two together to use as an example in a way that could make sense without changing how either button works. Two different flavors of locking a player down in different ways with pros/cons to each.
I would 100% be for having the tools to press but choosing the right one for the right moment since they share a CD.
Similar options can be there for purge/dispel mechanics. I’m a huge fan of risk-reward but when all the buttons you spec in are available at all times you just press it when you need it which is nice to have but lazy design/implementation that offers no real skill cap to using a button if it’s always the one you press in x, y, z situations.

Weird I see complaints about crazy nuke damage from Shaman Ele and Enh.
It’s almost like reading the forums nobody has any idea of what’s really going on and just QQs when they die to (insert any class here). Strange.

having to interact with the enemy player is a good thing.
accounting for purge and purging is just another intricate part of the game and class identity/balance.

Agreed but spam purging shouldn’t be a thing. Especially with so little downsides.
I think having one class that is essentially able to do something unhinged is alright.
Shamans currently are no longer able to be the defensive healers, they excel at being an offensive healer tho, and have famously been seen in very fast paced high damage comps (ie the history of shaman healing melee cleaves). Giving them a spammable purge that fills gaps in a lot of comps they play feels right, while maintaining their identity so those comps can’t easily replace them.
Casters can spam cc.
Melees can spam attacks.
