If folks use it in such a way where it disrupts ordinary gameplay, like in a BG, then yes
But the solution to it is to disable its use in BGs, raids, and dungeons - everywhere else is⌠a whole lot more complicated to make a case for âzone disruptionâ
But overall yes, if used to grief then yes it is possible to be reported
In most situations, even with toys that are more notorious for griefing, overall people canât be reported for it due to the issues of trying to prove it happening for that reason

Blizz please do something about this item. Itâs being used to sabotage roleplayers out of their play areas and thereâs nothing but having to âinstall a weak auraâ to mitigate it. This is a trash experience.

Well the weak aura works, makes it so your character doesnât spin so you can keep doing what you were doing.
We shouldnât need a weak aura to stop something like this when we have the silencers⌠That donât work on itâŚ

I think the thing which gets me is not what it does as much as it seems to have no cooldown at all. I was chain effected by it for several minutes in Vald tonight. Thankfully I had logged in to run a dungeon with friends and they were able to summon me out of the city. I shouldnât need to be summoned out of the cityâŚ
TL;DR: This toy needs a decent cooldown of at minimum 15min, better 30min. Itâs too disruptive.

People used to to disrupt the Arcane Forge event today it would make you drop the arcane orb and prevent participation. Seeing as itâs a one off event with a FOS achievement, that is pretty messed up. Toy or effect from the Mysteries is irrelevant, it should not be exploited to ruin an event.
This Infectious Whirl is a nuisance, you cant turn in or pick up quests, whomever came up with this idea is an idiot who havent played, people who implemented and didnt flag are idiots too, sorry but it should be obvious that such toy that indiscriminately causes unwanted movement to other players is never a good idea.
Toys are to be fun, these are being used on pvp, and annoying ppl rping, annoying ppl in actually playing the game. There is not just one incompetent with a crappy idea, there are a string of them who didnt prevent derpy from making people want to log off till the issue is resolved.
It was a rookie mistake or flat out sabotage.
Piccolo - everybody hated and some hate it still, neural silencer and addons made to avoid it
Train set - everybody hated and some hate it still, robot and grue made to deal with it, addons made to avoid it
Shapeshifting stuff in general - Most ppl dislike it, some items deal with it, addons made to negate it.
