Currently when the yellow gate in a key goes down, or when you start a boss fight, our MSW, Awakened Storms and progress towards our next tempest is set to 0. This was changed in 11.1 to address prestacking. However, tempest itself as a buff is not lost on the gate going down.
This makes pre-stacking not only still possible, but more annoying. It’s also very necessary, as Enhancement does low damage without 1-2 tempests for ascendance.
Please properly remove the ability to start with 2 tempests from pre-dungeon setup and either provide them through some other deterministic manner (ie when you cast ascendance) or buff the spec accordingly.

Agree, they need to remove the ability to prestack entirely or just make it easy to do.
They should do the second, because Enhance does NOT exist for the first pull if you can’t prestack tempest. I do not think they should add 2 Tempest stacks to Ascend cast, they would have to rebalance dogs/tempest to be weaker because you would be going into every ascend with 3-5 Tempests banked instead of 2-3.

Alternatively they could make tempest not have a timer so pre-stacking it isn’t as obnoxious, or give us 2 tempests at the start of a key.
Or they could make it its own button with 2 charges that refills through msw spent / awakening storms
Removing the tempest timer would literally make the spec so nice, sometimes pre boss RP etc really sucks the fun out of the spec losing a triple stack tempest to a tank DC or an RP moment. Not the end of the world but it’s helya frustrating

Carrying tempests around in top and workshop is actually so awful.
But you have to do it or you basically do tank damage lol
