Being able to Tiger Palm without having to save or plan energy around keg smash’s cooldown would be really nice and a little buff to our survivability.

Maybe just reduce the energy cost of Tiger Palm is the solution to this problem

Since you want to keg smash on CD and tiger palm when there is nothing else to press it would make sense to make them cooldown based I think.
you can already do that. Install GSE2 and go to wowlazymacros and import their macro. I already tank on my brewmaster with 2 buttons. spam 1 for single target, 2 is for AoE. 
Works great. There have been mythic raiders who utilize it as well, and people who have done up to +10 keys.

If you want a builder / spender class, pretty much every other tank has some form of that.
I like energy, but I agree that tiger palm needs tuning for such a weak ability, even talented.
Since I decided to try out charred passions, I decided to cut my losses with eye / spitefire and go for a cast sequence of chi wave and rushing jade wind since both abilities cost 0 energy so I’m not (well less) starved for keg smashes between blender kicks.
This is also mainly a Me problem, since my RNG hear ended up giving me 6% haste at the lowest. Reeeaaal sluggish, I dont recommend a brew going below 10% haste bare minimum.

I don’t care to perform as good as the top 0.01% of the playerbase. It’s a video game, not a job.
How about you play how you want to play, and I’ll do what I want to do? Seems easy.

Not even top 1%. You’re performing as good as the bottom 50% with that kind of rotation. Don’t expect any sympathy when you get booted from runs or raids with that kind of mentality.

You play Frost because you can’t play fire. I play fire mage and embarrass Frost.
Fire is trash, except for PvP where I can one shot people (only reason I like it at all, globaling people is hilarious).
I much prefer Frost for PvE which is where I will stay.
also I enjoy it because I can kill them before it takes any skill to actually be good and win the match.
