Probably an unpopular opinion, but if they don’t want to do frequent balance passes on covenant abilities because people will get upset that they chose the OP covenant and it gets nerfed - then why not just disable them altogether in Ranked PvP?
There’s nothing enjoyable about being on the receiving end of a convoke, or an RNG one shot Divine Toll, or being crit for 20k The Hunt with 28% Vers. (I know DH aren’t in a great spot, but they shouldn’t be viable just because of one ability). Some covenant skills just have way too much power behind one ability, while others are essentially near on useless.
Blizzard can help themselves by taking away the responsibility of balancing them in ranked by just disabling them. Keep the flavour general abilities, but get rid of the class specific ones.

Honestly not trying to bait. It’s just clearly something they can’t balance well enough on top of base specs. I play MW just so you don’t think I’m a WW having a rant. I’d just like to see less gimmicks in the game and more skill involved.
Take bonedust brew as an example. One minute CD, toss it at someone, does next to no damage or healing. Divine Toll - press one button, roulette RNG 3x 10k+ crits of Judgement. Obviously these are extremes, but that’s my point, if they can’t balance them so specs either aren’t propped up by them or overpowered by them, disable them in Ranked Only and start focusing on the kit of classes rather than constantly adding borrowed power.
Ehh I would prefer locking leggos to specs. And if that isn’t enough just blocking leggo effects in arena. Other than WW WoO and maybe a few others, covenants are really not that crazy.

They had all of BFA to remove borrowed power from arena, reaching a climax with corruptions completely breaking the game, and they never did it. Nor did they do this in legion.
Its just not gonna happen. The expac features will stay in pvp.
idk at this point having more buttons feels good
i guess condemn, convoke, chain harvest, divine toll, weapons of order all feel a little bit TOO much but otherwise cove abilities are typically cool mechanics

i mean i agree that if you dont balance anything than its going to feel bad. But having new abilities is nice, the problem lies with the tuning and balance, not the addition of a new abilities per class.
I agree more buttons feels good. I guess I don’t understand why they keep adding them as borrowed power rather than just add meaningful abilities to the base class/spec that don’t get removed after the expansion is over.
We’d have more buttons already if they didn’t just remove previously baseline abilities and add them as talents - instead of just designing new talents to compliment or add to playstyle. Stuff like Ascendance, or Jade Serpent Statue etc
