Remove 90 day transfer cooldown

I can’t pay for a transfer until 90 days because the free one counts as a normal character transfer service.

Actually, free transfers do not incur the 90 day cooldown.

The Free Character Move service bypasses the 90-day cooldown. Additionally, using a Free Character Move never incurs a 90-day cooldown.
