So I know that the gnomish racial of +15 to engineering helps them keep recipes orange/yellow for longer (to level up). If I dropped and re-picked up engineering (but still have maxed out azerite goggles), will it function the same way as the gnome racial?
TLDR: Will equipping maxed out engineering goggles (+55 zandalari engineering skill) make it easier/cheaper to re-level zandalari eng from 1-150?
I can't say for 100% sure since I have not tried it, but typically worn items do not affect the recipe learning schedule. So no.
The racial bonus simply allows you to craft higher level patterns sooner then you normally would be able to. This in turn lets you skip certain bottle neck areas. However you still have to learn all 150 skill points, so I am not sure how much help the skill level would provide, assuming it applies at all. It could also function more like the +10 herbalism spade.

With bfa items I could actually learn the recipe essentially 15 skill levels before non-gnomes but the goggles were an exception. I couldn't learn those until my unmodified skill was high enough.
The goggles are practical for about 1 week. After that you're probably going to get higher level headgear.
Their primary use is as a gimmick to get the mount mats to drop. You need to be wearing the fully unlocked traits on the goggles to mine the crafting mats in Motherlode and get the potion as a drop so you can finally get the last reagent to drop from the final boss.
